The vehicle has a plane floating body (1) made of plastic foam material, and including shaped and tapered front and rear edges (2, 3), where the edges are parallel to each other. A ballast (8) is fixed to a lower part of the body below a surface of water such that the body is partially immerged and floats in a stable manner, where the plane of the body is vertical. A case shaped horizontal vane (5) is provided at the rear edge below the water surface, and has a horizontal surface. An independent claim is also included for a method for communicating with a submarine when the submarine is immerged and displaced.
