A titanium dioxide photocatalyst film having an anatase phase having a rough surface is provided to have superior property without an additional heat treatment by depositing a photocatalyst film at high speed at a room temperature. A titanium dioxide photocatalyst film having an anatase phase having a rough surface contains a substrate(110) and a titanium dioxide coating layer(120) having the anatase phase formed on the substrate. The titanium dioxide coating layer having the anatase phase has a concavo-convex surface having a mesh shape.
