The device has an electrical energy generator (6), and ballast (3) adapted to shape of exploitation location. The ballast is equipped with solenoid valves (8) for emptying/filling water in a lower part and solenoid valves (9) for decompressing air in a top part. A transmission system (5) increases and transmits upward and downward movements of the ballast to the generator by interlocking endless screw, cables and pulleys. A locking system (4) locks the ballast in top and bottom positions. An independent claim is also included for a method for producing energy.
