PROBLEM TO BE SOLVED: To provide an excellent-fluidity thermosetting resin composition, especially a powder coating, allowing impartment of a coated film having excellent solvent resistance, excellent smoothness, and excellent colorability. SOLUTION: This thermosetting resin composition comprises a polyvinyl acetal powder (A) having a functional group reacting on a hydroxyl group, and a pigment powder (B), and satisfies the following conditions: (1) an average particle diameter (AD) of (A) is 10-250μm and (2) a weight ratio of (B)/(A) is 0.1/100-50/100.
