<P>PROBLEM TO BE SOLVED: To suppress deterioration of an electrolytic solution while suppressing large-sizing of a fuel cell system even in the case an alkaline electrolytic solution is used as an electrolyte of the alkaline fuel cell. <P>SOLUTION: The alkaline fuel cell has an electrolytic solution portion in which an electrolytic solution to move negative ions is filled and a first electrode and a second electrode arranged so as to interpose the electrolytic solution portion. A first electrolyte membrane which is a membrane to move negative ions is arranged between the first electrode and the electrolytic solution portion.
