PROBLEM TO BE SOLVED: To provide a thermosetting resin composition allowing impartment of an excellent-fluidity and excellent-smoothness coated film not having an environmental load due to organic solvent use, and having excellent solvent resistance, and to provide the thermosetting resin composition, especially a powder coating, allowing formation of the coated film having excellent colorability by a pigment when using the pigment together. SOLUTION: This thermosetting resin composition comprises a polyvinyl acetal powder (A) having a functional group, and a crosslinking agent (B) having a functional group reacting with the functional group, and satisfies the following conditions: (1) an average particle diameter (AD) of (A) is 10-250μm and (2) a weight ratio of (B)/(A) is 0.1/100-50/100.
