PROBLEM TO BE SOLVED: To provide a refreshing powder-including cosmetic sheet that has high cool spots on every parts and gives smooth and dry feels. SOLUTION: The surface or pores of porous powder having 0.5 to 50μm pore size are filled with 1 to 30 wt.% of menthol to prepare a menthol-filled porous powder and the porous powder is attached or admixed to a nonwoven fabric sheet impregnated with a cosmetic lotion to give the refreshing powder-including cosmetic. The menthol-filled porous powder is treated by coating with a some amount of oil. The porous powder is selected from spherical silica porous powder, laminar silica porous powder and porous powder of zeolite, alumina, and organic high polymers such as a nylon, and polystyrene.
