PROBLEM TO BE SOLVED: To solve a problem that a parking brake cannot be restarted immediately after the release of the parking brake if a vehicle is left for a long period. SOLUTION: A brake drive mechanism 40 operates or releases the parking brake by the drive of an electric motor 47. A parking permission part 14 compares an charging rate of the battery 24 with a threshold value for determining whether or not electric power operating the parking brake again immediately after the parking brake is released once when an ignition switch 28 of the vehicle is turned on is stored in the battery 24. When the electric charge rate is not less than the threshold value, the parking permission part 14 permits the drive of the electric motor 47 to enable the release of the parking brake.
