PROBLEM TO BE SOLVED: To divide contents into groups according to the number of users.

SOLUTION: In the information providing server 100, an acquisition part 102 acquires information for users which is transmitted from the navigation device 200, in response to a request by a user information request part 101. A determination part 103 determines the number of users of each group, based on the information for users. A change part 104 changes the way to divide to groups, according to the determined number of users of each group. Furthermore, that change in the manner of dividing into groups is made is reported to the users.
