<P>PROBLEM TO BE SOLVED: To provide a method for stably manufacturing an elastic roller capable of forming a high quality image over a long period of time when being attached to, for example, a fixing device of an image forming apparatus, and to provide a fixing device and image forming apparatus capable of forming a high quality image for a long period of time. <P>SOLUTION: In the method for manufacturing the elastic roller 1 provided with a foam elastic layer 3, an adhesive layer 5 and a sleeve 4 on the outer circumference surface of a shaft body 2, an adhesive is applied on the outer circumference surface of the foam elastic layer 3 of a roller raw body, and the roller raw body is inserted into the sleeve 4 under reduced pressure. Subsequently, they are heated to a temperature lower than the curing temperature of the adhesive and then heated to a temperature higher than the curing temperature of the adhesive.
