PROBLEM TO BE SOLVED: To provide a liquid developer excellent in storage stability and long-term stability and a method for manufacturing the liquid developer, and to provide an image forming apparatus using such a liquid developer. SOLUTION: The liquid developer has toner particles consisting mainly of a resin material and a nonvolatile insulating liquid, wherein the toner particles contain a liquid constituting the insulating liquid therein.
