PROBLEM TO BE SOLVED: To provide an image forming device obtaining high-quality images even when forming images at high speed and having a long service life, and to provide an image forming method. SOLUTION: The image forming device 1 includes a toner image forming means 2, an intermediate transfer means 3, a transfer fixing means 4, a refixing means 5, a recording medium supply means 6 and a recording medium discharge means 7. In the image forming device 1, a multicolor toner image formed on an intermediate transfer belt 21 by the toner image forming means 2 is transferred and fixed to a recording medium at a pressure contact part between a driving roller 26 and a transfer fixing roller 31 and refixed to the recording medium at a pressure contact part between a refixing heating roller 42 and a refixing pressure roller 43 to form an image.
