SOLUTION: When controlling the ignition timing or the like during the transition period of a revolution speed after the internal combustion engine 1 has started, a specific crank angle is defined as a reference crank angle, a plurality of crank angles made sequentially after the reference crank angle is defined as a judgment angle, a time period taken to proceed from the reference crank angle to each judgment crank angle is defined as a judgment angle proceeding time, and each time period actually taken to proceed from the reference crank angle to each judgment crank angle is defined as an actual crank angle proceeding time. When the actual crank angle proceeding time is shorter than the judgment crank angle proceeding time, the ignition timing is angle-delayed or the fuel injection volume is decreased by just that much depending on the difference, while when being longer, the ignition timing is angle-advanced or the fuel injection volume is increased by just that much depending on the difference, and based on the generation torque that is estimated, the judgment crank angle proceeding time is corrected.
