PROBLEM TO BE SOLVED: To provide a control device inhibiting a torque step between lean combustion and rich combustion in relation to an internal combustion engine changing over combustion between lean combustion and rich combustion for catalyst control. SOLUTION: A ratio of a target A/F value which is a ratio of a target fresh air quantity and a target injection quantity for achieving demand torque, and an actual measurement A/F value measured by an A/F sensor is calculated as a correction gain (S90) in a lean combustion state, and an after-correction target fresh air quantity is calculated by multiplying the target fresh air quantity by the correction gain (S110) in a rich combustion state.
