PROBLEM TO BE SOLVED: To provide a non-chromium substrate treating method for cans, for imparting high adhesion with a laminate film or the like in comparison with the conventional chemical conversion treatment method. SOLUTION: The substrate treating method for cans comprises: treating the surface of a metal with a metal surface treating composition containing≥1 and≤1,000 ppm of effective fluorine ions,≥10 and≤10,000 ppm of zirconium ions,≥10 and≤2,000 ppm of aluminum ions, and≥50 and≤10,000 ppm of poly(itaconic acid) and having a pH of 2-5; and then forming an adhesive layer on the treated surface.
