PROBLEM TO BE SOLVED: To provide an image recognition device and an image recognition method capable of heightening a recognition rate by suppressing wrong recognition, while reducing an operation processing load by setting variably a recognition condition of an image recognition processing, when performing image recognition using image information of the periphery of own position as an object, and an own position recognition device and a navigation device using them. SOLUTION: This image recognition device is equipped with an image information acquisition means 4 for acquiring image information G of the periphery of own position; an own position information acquisition means 13 for acquiring own position information L; a confidence degree determination means 9 for determining an estimation error which is an estimated value of an error of the own position information L, and determining the degree of confidence E of the own position information L corresponding to the estimation error; an image recognition means 5 for performing an image recognition processing to the image information G; and a recognition condition setting means 10 for setting the recognition condition of the image recognition processing corresponding to the degree of confidence E.
