PROBLEM TO BE SOLVED: To provide techniques for changing the order of handling of destination information according to the criticality and preference of distribution destination information.

SOLUTION: Before destination information is transmitted from a plurality of transmission devices 110 to a reception device 130, the transmission devices 110 transmits loading information for determining the preference and criticality of destination information to the reception device 130, which receives the destination information from the transmission devices 110 according to the preference of the received loading information in the decreasing order.
