PROBLEM TO BE SOLVED: To improve operating efficiency before and after water pressure inspection by setting the pressure reducing function of a pressure reducing valve voidly or validly by a simple operation. SOLUTION: This pressure reducing valve is provided with: a valve unit 4 having a partition 7 for partioning a primary pressure chamber 2 and a secondary pressure chamber 3, wherein the partition 7 is opened with a valve port 8 communicating with the primary pressure chamber 2 and the secondary pressure chamber 3; a valve body 5 for opening/closing the valve port 8; a valve bar 9 for supporting the valve body 5; a diaphragm 14 connected to the valve bar 9 so as to be displaced according to the pressure fluctuation of the secondary pressure chamber 3; and an adjustment spring 15 for energizing the diaphragm 14 to the valve opening direction. Wherein, the diaphragm 14 moves the valve body 5 in the valve closing direction against the energizing force of the adjustment spring 15 according as the pressure increase of the secondary pressure chamber 3, so as to reduce the pressure of the secondary pressure chamber 3. The pressure reducing valve is provided with a by-pass 31 formed so as to be freely opened/closed for communicating with the primary pressure chamber 2 and the secondary pressure chamber 3 independently of the valve port 8.
