PROBLEM TO BE SOLVED: To output an image of high quality even in the case of reducing the range of a recording element used for recording by the recording of tip-and-rear ends from the recording of the central part of a recording medium. SOLUTION: Second masks used in the case of recording to the tip-and-rear ends of the recording medium are created of first masks used for recording to the central part. More particularly, the second masks connected to each other by suitably abstracting data of the recording permission rate of the first mask are created, so that an abrupt bump is not developed in the distribution of a recording permission rate in a recording element arranging direction. Thus, in the case of reducing the range of the recording element by the recording of the tip-and-rear ends as compared with the recording of a recording medium central part, images of the quality of the same degree as that of the central part can be outputted at the-tip-and rear ends of the recording medium.
