PROBLEM TO BE SOLVED: To obtain an image forming apparatus and an image forming system capable of preventing discharge between a recessed section and an image bearing member immediately after development. SOLUTION: The image forming apparatus is equipped with: the image bearing member for bearing a latent image; a toner bearing member having regularly-arranged recessed sections for bearing toner on the surface thereof and developing a latent image borne on the image bearing member with the toner borne on the recessed sections; and a voltage applying section for applying developing voltage to the toner bearing member in order to develop the latent image. Immediately after the toner bearing member to which the developing voltage is applied by the voltage applying section develops the latent image borne on the image bearing member with the toner borne on the recessed sections, one or more layers of the toner are borne on the recessed sections.
