PROBLEM TO BE SOLVED: To achieve a network access management technology that improves reliability and reduces a workload in design or test. SOLUTION: An access control section 190 of a gateway 70 belongs to a physical layer and comprises a filter 20, for each user, which identifies and receives a signal from the user from signals from other users. A member authentication section 240 belongs to an application layer and performs personal authentication of the user on the basis of information of an access request received via the filter 20. When it is judged by the personal authentication that access is allowed, the member authentication section 240 sends the access request to a main server 120 and carries out job processing. When the member authentication section 240 judges access is not allowed, the filter 20 of the relevant user is extinguished via the access control section 190. COPYRIGHT: (C)2009,JPO&INPIT
