PROBLEM TO BE SOLVED: To stably generate ions by stabilizing a discharge starting voltage. SOLUTION: In this ion generating element 10, an ion generating electrode 12 and an induction electrode 13 are disposed on the top face and the lower face of a dielectric substrate 11 respectively. The electrode width of the electrode finger 12a of the ion generating electrode 12 is a uniform electrode width within a range of 0.2 mm -1.0 mm. A high frequency high voltage is impressed between the ion generating electrode 12 and the induction electrode 13, thereby, an electric field concentrates on the almost circular arc-shaped tip part 12c of the ion generating electrode 12, undercurrent discharge is performed at this tip part 12c, and ions are generated.
