PROBLEM TO BE SOLVED: To provide a heater controller capable of efficiently controlling the temperature of an object to be heated. SOLUTION: In a first transition period a for transition from a standby state A where maintenance and control for an initial temperature (130 to 140°C) are performed to an energy saving state B where maintenance and control for a target temperature (70 to 80°C) are performed, the intermittent turning on and off of power to a heater continue and the temperature of a fixing roller is gradually decreased at an almost fixed ratio from the initial temperature to the target temperature over the whole period. In a second transition period b for transition from the energy saving state B where maintenance and control for a consequent temperature (70 to 80°C) are performed to a sleep state C where it is unnecessary that temperature is maintained and controlled, the power supplied to the heater is turned off to decrease at once the temperature of the fixing roller from the consequent temperature to an ambient temperature.
