<P>PROBLEM TO BE SOLVED: To provide an occupant protection device which suppresses the submarine phenomenon without weakening the restriction of an occupant by the lap belt of a seat belt device. <P>SOLUTION: The occupant protection device restricts the occupant P seated on a seat 1 for a vehicle by the lap belt 6b of the seat belt device and is provided with a pair of air bags 32, 42 having respectively first expansion parts 33, 43 and second expansion parts 34, 44. The respective first expansion parts 33, 43 are fixed at the lower side of the vehicle below the lap belt 6b and expand between the lap belt 6b and the occupant P in such a way that the lap belt 6b is pulled to be tensioned by a gas.
