PROBLEM TO BE SOLVED: To suppress reproduction of harsh (uncomfortable) speech at the time of error, by reducing a noise floor of 16kbps adaptive differential pulse code modulation (ADPCM) and noise at the time of wireless error to a 32kbps ADPCM level. SOLUTION: A speech reproducing apparatus comprises: a data receiving section 250 for receiving a coded speech data; a data determination section 254 for determining whether the coded speech data is a low speed data of 16kbps, or a high speed data which is faster than 16kbps; a first decoder 256 which decodes the coded speech data to a PCM data, when it is the high speed data; a second decoder which loads and decodes the coded speech data to the PCM data, when it is the low speed data; a digital filter 274 which suppresses a high frequency region of the decoded PCM data by the second decoder; a speech conversion section 258 which converts the PCM data to an analog speech signal; and a speech reproducing section 260 which reproduces the analog speech signal.
