PROBLEM TO BE SOLVED: To provide a filter and a noise restriction system capable of restricting the generation of common mode noise by correcting unbalancing of a difference signal at a connection portion between a power supply plug and an outlet. SOLUTION: The filter 1 has a first to nth input terminals 11 to 1n, an input terminal 20, a first and second output terminals 21, 22, and a first to nth common mode chalk coil parts 31 to 3n. The first and nth common mode chalk coil parts 31 to 3n output differential signals S1, S2 changing their balance. A comparison calculation part 51 of a controller 5 compares the balance of fedback reflection difference signals S1', S2' and the previous balance in a recording part 52. An input switching part 53 is controlled such that when the balance is higher than the previous balance, difference signals S1, S2 are output from the next stage common mode chalk coil part while when the balance is lower than the previous one, the same are output from the previous stage common mode chalk coil part.
