PROBLEM TO BE SOLVED: To provide a mobile apparatus and a communication system selecting method that can preferentially perform communication using a specified communication system such as HSDPA and HSUPA. SOLUTION: The mobile apparatus 1 performs communication using a specified communication system, and includes a transmission and reception unit 11 which receives notice information from a plurality of communication base stations 2 and 3, an acquisition unit 12 which acquires a plurality of pieces of cell information regarding cells where the mobile apparatus 1 can operate and communication systems which are available in the cells from the notice information that the transmission and reception unit 1 received, and a control unit 15 which selects one cell where the specified communication system is available from the plurality of pieces of cell information that the acquisition unit 12 has acquired and performs processing for allowing the mobile apparatus to operate therein.
