PROBLEM TO BE SOLVED: To provide a communication control system and a communication control method, capable of adaptively avoiding interference between carriers in a plurality of cell layers including a macro-layer and a micro-layer superimposed on the macro-layer when the cell layers are used. SOLUTION: The communication control device 100 is provided with: a cell layer communication demand collecting section 105 for acquiring communication demands in the cell layers; an operating section 107 for determining the frequency bandwidth of carriers used in the cell layers on the basis of the acquired communication demands; and a carrier setting information instructing section 109 for transmitting a bandwidth change notice for causing a radio base station to execute the change to the determined frequency bandwidth, to the radio base station. The carriers used in the cell layer include a common control channel commonly used for a plurality of mobile stations. The bandwidth change notice is used to notify the radio base station that the frequency bandwidth is changed while fixing a frequency used for transmission/reception of the common control channel.
