PROBLEM TO BE SOLVED: To provide a planar heating device capable of releasing wrong detection of short circuit failure in a high electric field region without making a user uncomfortable. SOLUTION: The planar heating device has a release means 20 for releasing block of power distribution to a heater 11 due to wrong detection of short circuit failure. When a user performs operation for raising the temperature of a temperature adjusting means 21 and lowers temperature signal voltage to increase a degree of change with respect to temperature signal voltage in the non-power distribution state, the release means of a temperature control means 17 determines that a temperature control signal is changed from Lo to Hi and releases short circuit failure.
