PROBLEM TO BE SOLVED: To provide a shaft sealing device for rotary electric machine, which can prevent the leakage of hydrogen gas for cooling and the drop of pressure, and can improve the operation efficiency of a rotary electric machine, and to provide the rotary electric machine. SOLUTION: The shaft sealing device is arranged around the shaft 14 of a rotary electric machine which performs cooling by circulating coolant 13 charged in a machine. This shaft sealing device is equipped with a seal ring 16 which is provided around the shaft 14 and has an inside diameter larger than the outside diameter of this shaft 14, an axial gap 18 which is made in the seal ring 16 and supplies the shaft 14 with seal oil, and a seal casing 15 which accommodates the seal ring 16.
