PROBLEM TO BE SOLVED: To obtain a still image with optimum exposure while reducing degradation of S/N and resolution in imaging in low illuminance and in a situation where a flash lamp can not be used. SOLUTION: An exposure data generating circuit 220 generates normal exposure data and mix exposure data by respectively providing predetermined pre-processes on a normal exposure signal and mix exposure signal with the normal exposure signal and mix exposure signal as inputs. A pixel mapping circuit 240 maps pixels of one exposure data on the other exposure data so that the pixels of the one exposure data out of the normal exposure data and mix exposure data has an equal size to the other exposure data. A pixel synthesizing circuit 270 performs weighed addition averaging on the pixels of the other mapped exposure data and the one exposure data with a predetermined synthesis coefficient.
