PROBLEM TO BE SOLVED: To obtain a vehicle-to-vehicle communication apparatus capable of reducing packet collision in such a case that automobiles for each of which packet transmission timing becomes approximately identical, are concentrated at a specific place. SOLUTION: A vehicle-to-vehicle communication apparatus of the present invention includes: a transmission/reception control means (2, 3, 4) including a function for monitoring a radio carrier through carrier sensing and a function for transmitting a packet containing present-vehicle information at fixed transmission intervals; and a transmission phase control means (5, 6) which instructs a change in a phase of the transmission timing in a case where it is determined based on a status of the carrier that the packet transmission timing is Busy, wherein the transmission/reception control means changes the phase of the packet transmission timing in accordance with the instruction and transmits packets, thereafter, at the fixed transmission intervals with the changed new transmission timing as a criterion.
