PROBLEM TO BE SOLVED: To detect a dissolve section where a subject has a movement in a video, with high accuracy. SOLUTION: The dissolve detecting device characteristically comprises a dissolve section candidate acquisition unit 5 which acquires (N)th (N≥2) to (N+M)th (M≥2) frames as dissolve section candidates among a series of frames constituting the picture, and a dissolve section decision unit 6 which decides whether the dissolve section candidates are dissolve sections.
