PROBLEM TO BE SOLVED: To provide a ground resistance measuring device and a ground resistance measurement method capable of accurately measuring a ground resistance, even under poor conditions of impressed current used for measurement of a ground resistance and a noise environment. SOLUTION: This invention includes a ground resistance measuring device 1, a measured grounding electrode 3, a second potential auxiliary electrode 8 and a first potential auxiliary electrode 9. An AC current measurement processing part 6 for measuring the value of an AC current, oscillator 4 for generating an AC current used for measurement of the ground resistance and a spectrum diffusion part 5 for diffusing a frequency distribution of an AC signal generated by the oscillator 4 to a wide band are provided in the ground resistance measuring device 1. A potential difference V, between the measured grounding electrode 3 and the second auxiliary grounding electrode 8, is measured and the ground resistance R is calculated, from the Ohm's law, by arithmetic operation using the equation R=V/I based on the measured potential difference V and a current value I indicated by the AC current measurement processing part 6.
