PROBLEM TO BE SOLVED: To enable an excessive moisture state and a hydration state of a hidden inside, such as an internal portion of an exterior wall, to be sensed by using no power supply line, without damaging the object to be tested and without the need to exchange any battery. SOLUTION: A swelling material 5 having a hygroscopic swelling property and/or a water-absorption swelling property is disposed in an IC tag circuit equipped with an IC chip 3 and an antenna 4. An IC tag 2 is configured such that its IC tag circuit is broken and damaged by a swelling action of the swelling material 5 which swells by absorbing moisture and/or water and is disposed in the hidden inside of the object to be tested, such as the exterior wall 1 and the like of a building, for example.
