The device has a collecting chamber in a form of a discharge apron provided at a lower ground-level area. The collecting chamber has a lockable precipitation-sewage pipe (4) at a lowest point. A sensor is provided to detect leakage. A recess for a point sensor is provided at or in the lockable pipe for detection of steam or liquid. The recess for the point sensor is arranged in a flow direction before a lock valve (5) of the lockable pipe. A branch pipe, a T-piece or flange with dimension smaller than dimension of a pipe piece of the lockable pipe, is provided at the pipe piece.
