PROBLEM TO BE SOLVED: To achieve improvement of discharge characteristics and reduction of a manufacturing cost of a plasma display panel (PDP). SOLUTION: A dielectric layer 2 or a barrier rib 6 to cover a pair of row electrodes (X, Y) installed at the rear face of a front face glass substrate 1 are formed of a dielectric material in which an MgO crystalline body c containing a magnesium oxide crystalline body is mixed to have a structure so that cathode luminescence light emission having a peak in a wavelength region of 200 to 300 nm is carried out excited by an electron beam.
