PROBLEM TO BE SOLVED: To provide a metal base substrate which has a large surface area and can be manufactured with high productivity. SOLUTION: A manufacturing method of the metal base substrate comprises a step for piling up a plurality of laminated boards which are formed by putting metal foil with thicknesses of at least 18μm and not larger than 0.5 mm on a metal plate with a thickness of 0.1 to 5.0 mm through an insulating layer so that the metal plate and the metal foil are attached, further by putting the metal plate on the metal foil side on the most outside face, and then by putting a cushioning material on the most upper face and the most lower face in an atmosphere that a cleanness may not be higher than class 10,000.
