PROBLEM TO BE SOLVED: To prevent the occurrence of air enclosure in a folding process in a folding finger drive mechanism using an air cylinder by sealing between a carcass band and a bead member. SOLUTION: A piston 63 and a piston rod 63a in a cylinder 62 are slid to the right in Fig. 2A by pneumatic pressure, a tip end of the piston rod 63a is made to abut on a left end in the figure of a first folding finger drive mechanism 6a, and a cylinder device 64 is pressed and slid to the side of a predetermined distance bead lock device 10. A folding finger 66 provided in the cylinder device 64 stops in a state of a portion of a side part of the carcass band 20 wrapped around a bead core 22 (intermediate stop), and air bleeding is performed by sealing between the carcass band 20 and the bead core 22 (Fig. 2B). After sealing, the cylinder device 64 is further moved by the first folding finger drive mechanism 6a, the folding finger is further spread, and the carcass band 20 is completely folded (Fig. 2C).
