<p><P>PROBLEM TO BE SOLVED: To provide a device and a method for transmitting video data, which assign multi-level priority to encoded images to prevent degradation of receiving quality of video data as much as possible even in a communication environment that packet loss occurs, and programs. <P>SOLUTION: The video data transmitter which transmits video data has an encoding means for generating at least I-pictures and P-pictures based on video data, a priority assignment means for assigning higher priorities to I-pictures than P-pictures and assigning different priorities to P-pictures corresponding to a frame transmission order, and a packet structuring means for structuring packets with picture structure information and storing the priority into the header of the packet.
