A SIP server (200) includes a judgment unit (205) and a SIP information transmission unit (206). The judgment unit (205) identifies an application to be executed by a mobile station which has transmitted INVITE (participation in the middle) according to the INVITE (participation in the middle) received from the mobile station and judges whether the application (application-in-execution) which is being executed in a group communication coincides with the application to be executed by the mobile station which has transmitted the INVITE (participation in the middle). If it is judged that the application-in-execution is different from the application being executed by the mobile station which has transmitted the INVITE (participation in the middle), the SIP information transmission unit (206) reports the application-in-execution to the mobile station which has transmitted the INVITE (participation in the middle).
