PROBLEM TO BE SOLVED: To provide a method and an apparatus for managing a DL DRX (downlink discontinuous reception) function in a UE (user terminal) in a radio communications system so as to avoid a system error due to actuation with a wrong function parameter when the UE enters a CELL_DCH (cell-only channel) state. SOLUTION: The method includes the stages of: actuating an RRC (radio resource control) connection establishment process; requesting the network to establish an RRC connection; receiving a request acceptance message including a first IE instructing the UE to enter a specified RRC state and a second IE providing parameter settings of the DL DRX function; and ignoring the second IE when the specified RRC state is an RRC state exclusive for radio resources.
