PROBLEM TO BE SOLVED: To provide a signal processor, a video display device and a signal processing method for properly operating outline emphasis control under the consideration of the follow-up performance of vision to the moving direction of an object. SOLUTION: A signal processor 200 is provided with a detection part 221 for detecting the moving vectors of a control object region as the object of outline emphasis control; an extraction part 222 for extracting horizontal components as the moving vector components of a horizontal direction and vertical components as the moving vector components of a vertical direction from the moving vectors detected by a detection part 221; a calculation part 223 for calculating horizontal emphasis quantity according to the scale of the horizontal components, and for calculating vertical emphasis quantity according to the scale of the vertical components; and an emphasis quantity control part 224 for controlling outline emphasis quantity to the control object region based on the horizontal emphasis quantity and vertical emphasis quantity.
