PROBLEM TO BE SOLVED: To extract embedded information with high efficiency from a document image using inter-line watermarking. SOLUTION: The image processing device includes an input means of inputting a document image as image data; an image-reducing means of generating reduced image data which are reduced with respect to a first direction from the input image data; a detecting means of detecting end points of a character string presence area in the first reduced image data; a setting means of setting the start point and end point of a scan on two opposite sides of a quadrangle using the end point; and an extracting means of scanning the reduced image data, along the segment connecting the start point and end point set by the setting means, detecting character string line intervals, and extracting watermark information.
