The feature amount of moving image data is easily calculated and the similarity determination of the moving image by the comparison of the feature amount is efficiently executed in a short time. Thus, an I frame extracting section (110) extracts an I frame from the moving image data. A data amount acquiring section (121) acquires the data amount of the I frame from the header information of the I frame. A quantization step acquiring section (122) finds the average value of a quantization step used for the coding of each macroblock from the header information of a macroblock layer. A multiplication section (123) multiplies the data amount of the I frame by the average value of the quantization step of each macroblock to calculate the feature amount of the I frame. A feature amount storage section (130) stores the feature amount of each I frame calculated by a feature amount calculating section (120) and time information in association with each other. A similarity determination section (140) compares the feature amounts of two sets of the moving image data to determine whether or not the original moving images of the both are similar.
