An inter-layer sound insulation material manufacturing method is provided to achieve excellent sound insulation performance by forming foaming grooves or foaming holes on an inter-layer insulation material and foaming urethane in the foaming grooves or holes to protrude on one side of the slab. An inter-layer sound insulation material manufacturing method comprises a step for forming a plurality of foaming holes foaming groove on an insulation material(S110), a step for injecting polyurethane foam, which includes polyol and isocyanate at the mass ratio of 100:50, into the foaming hole or the foaming groove(S120), and a step for foaming the polyurethane foam injected in the foaming hole or the foaming groove to be protruded to one side of the insulation material(S130).
