The system has a ballast (12) suspended at a distal end of a carrier structure (10) by a chain (14), where the end forms a suspension point (13) for the ballast. The point is deported longitudinally with respect to a transversal edge of a floating quay (1). The ballast is anchored to a marine base (5) using six anchoring chains (16) and six piles (17). The chains (16) extend from the ballast and form angle lesser than 10 degrees horizontally in a stretched position.
