The component (3) has a wide-mouthed hollow base (9) extended by a hollow sleeve (10) that surrounds a mast of a railing saddle on a part of its length, where the mast is decomposed into a cylindrical cross bar (5) surmounted of a locking part (6). The base and the sleeve form a monolithic body made of a material that is chemically compatible with a material used for making the mast and is non toxic to the persons. The base has a contact surface pre-impregnated with substance e.g. bitumen, for allowing the fixation of the base on a moisture layer and a sealing membrane by bonding. The sealing component is realized in a form of monoblock plate sleeve.
