PROBLEM TO BE SOLVED: To provide an illuminating light irradiation mechanism capable of making the front end portion of the same extra-thin without generating halation or asymmetric distortion of an observing image and an endoscope using the same. SOLUTION: The illuminating light irradiation mechanism for irradiating an article to be observed with light in an observing optical device equipped with an objective optical system 1 inside of a body tube 20a whose front end portion is formed in an elongate shape includes a wavelength converter element 7 arranged near the incident pupil E1 position of the objective optical system 1, a light source 8 emitting light whose wavelength is converted by the wavelength converter element 7, and an illuminating means 9 illuminating the light emitted from the light source 8 to the wavelength converting element 7 through the objective optical system 1.
