<p><P>PROBLEM TO BE SOLVED: To provide a technique for uniquely specifying a cam rotation position regardless of a cam position sensor, in a valve operating system for rotary drive of a cam by a driving source independent of an internal combustion engine. <P>SOLUTION: In a valve operating system for an internal combustion engine for rotary drive of a cam by a driving source independent of an internal combustion engine, a cam is rotated by the driving source at the time of starting the internal combustion engine, and the cam rotation position is determined based on the required driving torque of the driving source at the time.
